NLCRC’s Voice For The Industry

As the voice of the post-consumer lubricant products and packaging industry, The National Lubricant Container Recycling Coalition (NLCRC) advocates for policies that reflect the complexities of the packaging industry, ensuring that they are results-driven, efficient, equitable, and transparent.

In the following position statements, we emphasize the importance of collaboration across the entire packaging value chain. By making these statements, we ensure our positions are represented in legislative discussions, offering clarity to legislators and policymakers and building a solid foundation for future advocacy as we engage in the evolving policy landscape.

Position On Extended Producer Responsibility

The NLCRC supports Extended Producer Responsibility (EPR) policy, which promotes results-based, efficient, equitable, and transparent practices that encourage collaboration among all stakeholders in the packaging value chain and recognizes the need for diverse collection methods such as Alternative Collection Programs.

EPR should not place the full financial responsibility of the program on Producers or combine packaging producer responsibilities with other packaging recovery and recycling policies such as post-consumer recycled (PCR) content mandates and packaging labeling.

Position On The Use Of Recycled Content

The NLCRC advocates for policy that improves the quality, source transparency, collection and supply and increases the market demand for all post-consumer and pre-consumer recycled plastic derived from either mechanical, purification, or enhanced recycling methods.

Position On Chemical Recycling

As representatives of the packaging industry, we support chemical recycling as a key tool in advancing sustainability. We advocate for the development and implementation of technologies to convert post-consumer plastics into high-quality feedstock for new packaging materials.

Chemical recycling offers a promising solution to complement mechanical recycling by converting a broader range of plastic waste streams into valuable raw materials. By harnessing innovative advanced recycling processes, we can recover and recycle plastics that are currently difficult to recycle.
